Is this true?

Would any of my more learned friends be willing to give me feedback on this?

The primary audience addressed by Scripture is God’s people. There certainly were (are) “lost” people in the congregation, but the Bible text primarily addresses people who are trying to walk in God’s ways (OT) or follow Jesus (NT).

Philip’s encounter with the Ethiopian Eunuch reading scripture in Acts shows that both the saved and the lost benefit from scripture. We hear about those saved by the Gideon Bible in their hotel room. God says his word doesn’t return to him void, but accomplishes its purpose as it goes out to the world.
